As long as I have followed world affairs I do not ever remember reading a major city had to be abandoned because of drought.

Major cities, especially ones founded centuries ago, are usually sited along rivers. So they often have a consistent source of water. However, empires and even civilizations have fallen due to extended droughts. In the US, we have had small towns literally dry up and blow away, we very well may have some tough choices to make with some cities in the US. We certainly will have to choose between agriculture and cities in some places.
