I don't know the specs of the Iraqi tubes. Neither apparently do you but that doesn't stop you from at least implying that they are not a violation.

Pretty much any large missile could be made nuclear capable. If the tubes where for missiles (and your article seemed to indicate that they where) then they would probably be large missiles. Small rockets wouldn't need extensive testing, Iraq or even private citizens can build those.

nuke and nuclear warhead (from your sentence above)?


Nuclear warhead is more specific. "Nuke" could mean the warhead or a weapon containing a warhead or an explosive that wasn't weaponized. Nuclear warhead specifically means a the explosive either in or intended to be in a nuclear weapon.
