Not so. The $24m is estimate of overload related refunds.
The 11/96 settlement was about handling of transition to flat
rate. Only refunds there are to subs who by 3/31 decide to
switch back to $9.95/5hrs+$2.95/hr, in which case the difference
between what they would have spent and $19.95 is credited.
