I have to disagree with you on that. CSCO can't run a company effectively when moral is low and nobody wants to show up for work. Last time I look, they still have 10+ billions in cash/ST investments. So they can afford a large scale buy back program to boost the price and employees moral. That is a sound business decision IMO.
