As far as I know, Apple doesn't compete with any of the options you mentioned, so whatever loss leader offers they have are irrelevant. For better or worse, Apple's mobile payments option will be the only one available to the captive audience of iPhone users (or maybe just 5S users). Apple won't need incentives to get users to try it. They may offer incentives to merchants to take Apple payments, but that's a different story.
