No it wasn't even given lip service. Why should it have been? Do go around giving my input lip service? If someone disagrees with you they may listen to you, in certain circumstances they may reply to you, but they aren't going to do what you want, or say they will do it
(give it lip service).

Had it been listened to we would have saved ourselves some American lives and a whole ton of money.

I'm not so sure about the money. The inspections where allowed again because of the threat of an invasion. If we started pulling out of the area then Saddam could go back to his old games with the inspectors, and even ramp up WMD production again, which in the long run could easily mean that the action saved lives as well as money. It certainly has saved the lives of a lot of Iraqis.
