Carl,
They are primarily interested in stopping naked short selling. There is a huge difference between legitimate short selling where the seller borrows shares to sell, and later covers by buying shares on the open market. There are reports of naked shorts selling stock that does not exist with no intention of ever covering. Hopefully, the new restrictions will put a stop to this abuse.
