Perhaps it's easy to understand from 3GPP's perspective - they'd have looked rather silly after having pissed all over Q's do concept... another position that they pushed too hard to eat their words now. The do concept allows a level of broadband/mobile integration that may prove very appealing to carriers with both divisions...
