Maybe it was a political decision, which would explain but not satisfy.

The Brazilian company Taurus builds a 9 mm that is nearly identical to the Berretta. I believe that factory was once owned by Berretta, which accounts for how they got the design. I don't think the Taurus has any quality problems beyond those inherent in the caliber.

I thought part of the deal with Berretta was that they would build a factory in the US, which they did.

It's hard for me to understand how the military could buy into medium power rounds like the 9 mm and .223 given the development of kevlar armor. The .45 was developed to replace the .38 Special, which failed to stop enraged Philippine bushmen over a hundred years ago. The 9 mm is very comparable ballistically to the .38, so you would think the principle would have survived and saved the military from going back and forth on weaponry.
