Actually, St Louis had two teams - the Cards and the Browns, and the latter were indeed woeful. I've forgotten where they went, but it was not to Washington since Washington had the Senators until they went to Minnesota, taking Harmon Killebrew with them.
A lot of cities had two teams in those days before air travel and the move West- NY, St L, Boston, Chicago.
in fact, NY had three - the Giants, the Dodgers and of course the Yankees.
I saw my first major league game in Washington, the Senators vs the Philadelphia Athletics. Senators won, 6-0, Connie Mack was the A's manager, I think Bobo Newsom was the A's pitcher.
