Need a vaccine that is effective, has no side-issues for most, and makes social inconveniences unnecessary, as opposed to still more lucky prizes (apartments, plane tickets, cash, etc) draw to take the current vaccines. The lottery aspect is irrelevant to the vaccine’s effectiveness. You realize that, except for the lottery, you just described the Moderna and Pfizer jabs?
