That is one reason, but I wouldn't go so far as to say that is THE reason. Also:

- Bush knew that Saddam was essentially disarmed and the sanctions would have to be lifted shortly. That would mean France, Russia, and China getting access to Iraqi oil. No problem for Bush, just as long as we control their access. Thus the invasion.
- the Israeli lobby, which came up with the idea and was the leading promoter of the invasion.
- the invasion dovetailed nicely with the general American foreign policy of dominating the 3rd world with brute military force. This invasion was an object lesson to any foreign leader who disobeys our marching orders.

It's worth noting that the Democrats generally agree with all of these objectives.
