The problem, of course, is that Rumsfeld is in precisely the intelligence business. I don't recall exactly how many tax dollars allocated to intelligence goes to the Pentagon but I think it's 80% of such. That's hardly not being in the intelligence business. And I also recall the Pentagon put a shadow intelligence group in place with the charge to come up with intelligence that supported the Iraq invasion plans.

Sounds like the intelligence business to me.
