Actually, those 20 liters work out to be for all needs, including drinking purposes, agricultural, irrigation, bathing, toilets, kitchen and laundry, leaks, etc. The average toilet bowl tank in the US consumes three 3 to 5 per flush, or approximately the total daily allocation, on the higher end of the scale, that was cited.

The Discovery Times Channel ran a number of stories yesterday concerning the food shortages and AIDS epidemics throughout the African continent. In one episode the water that was available for all of a village's purposes, including the drinking water and kitchen ones cited above, along with those of human waste, was from the same, self-contaminaing pond and stream from whence those 20 liters cited derive.
