WorldCom petitions for Bell to reduce rates

WorldCom Inc. filed a petition Wednesday with the Texas Public Utility Commission asking it to lower wholesale rates that Southwestern Bell charges rivals to lease pieces of the local phone network. The two companies have been unable to come to an agreement on rates after 41/2 months of discussion. The commission has another 41/2 months to hand down a ruling.
