Hand Count is necessary to count all the ballots.

The point this morning is its up to the state to decide if hands counts are better than punch holde ballots with a 3 to 5% error margin. Its been like that for over 200 years. Ironically, as the Bush team asked a federal court to invent a new contitutional right that "ballots be counted in a uniform fashion" the judge might tell them that if such is true then the use of different machines, such as the punch hole versus the optical scan is itself unconstitutional. Perhaps then all voters have a constitutional right to the use of the same ballot. What a joke.
