I'll go look at the NASDAQ agreement I signed for SEOL...

P.S. Here's what I found:
Nasdaq grants to Subscriber a nonexclusive, non-transferable license during the term of the Agreement to receive and use the Information transmitted to it by Vendor and thereafter to use such Information for any purpose not inconsistent with the terms of the Agreement or with the NASD Rules.

So it looks like the license is to use the data from the vendor you signed up with (DBC), not from NASDAQ directly. I guess they could claim a new charge is due from a new vendor. I guess each agreement is what is operative.

Consumer screwed again.
