A few years ago I upgraded the firmware on the modem on the laptop I was using from work and then had the same problem you described. Every time I would shut down the computer it would restart. The problem was very annoying but not fatal. The IT folks at work did not want to spend the time to work on the problem so they just redid the drive image and I only had to add my backed up files. I would be interested in hearing how you resolve this.
