In this months issue of National Geographic there is a reasonably good article entitled The Genius of Swarms.
If you have a chance, do read it, and then check out this article that proposes easeing regulation for market construction in order to facilitate better decision making in public policy. An abstract and link to the paper follow;

Pay close attention to the list of co endorsements, its very long as you can see. I think that this paper will have an impact on our future, because public policy folks are butting up against thier recognized limitations and are seeking ways to uniformly get feed back into thier various systems.

if we were objective we'd wholeheartedly endorse anything that might improve our chances to overcome limitations, but at first glance this appears to be a way to give the appearance of input, to control systems not really seeking it.

Its too early to adjudicate motive here, so lets just stay engaged and follow the evolution of this thinking.
