You've covered this thing well. Let me add that each Reg D holder can now own up to 1M shares long(5%). The strategy I've observed so far that they want to get the shares at a low price(no surprise there). At no risk and pocket the difference of price selling short at higher price and convert at lower price(during a sliding window). I speculate that they also want to hold long as many shares as possible at the end. That's the only way a 5 or 10 baggers possible. Shorting more and more while the share price stays put or inches up does not work for them.
