There are two opposite opinions on this. If there were no modulated microwaves in the environment as there is now everywhere on Earth thanks to satellite internet, I wouldn't hesitate to say it's a good idea. But you could also be completing the circuit causing a greater current flow through your body than if you were to stay insulated.

Either way, I think walking barefoot, especially outdoors (unless harmful insects, snakes or scorpions are afoot) is a good idea. It's been known for millenia that the feet have pressure points that stimulate processes in the entire body, similar to acupuncture, and the feet can be a route to detoxing, probably best in clay soil, not to mention the possible benefits of grounding.
