The chances of WTO taking action against China are much better now than in previous years. There is an article on page 1 of today's New York Times that shows what heavily discounted prices for steel from China have done to steel plants in England and Wales, as one example. The U.S. also took action against China for dumping steel last year. Illegal use of proprietary technology, though a different issue, is still part of the mix that governs when nations get fed up enough to take action.

It should be clear that a single nation would have little chance of success in preventing abuses such as these, but a concerted group, such as the members of the World Trade Organization, would definitely have leverage.
