Borrowing money makes excellent sense if it's invested in such a way as will allow you to make more money.

Borrowing money is not a bad thing to do if you make enough to pay it back without going into the hole, although that can be risky.

Borrowing money can be a necessary evil if you need to spend it now in order to prevent a worse injury, to put a shoe on the horse in order to keep the kingdom from being lost.

No easy answers -- and the subtext doesn't get articulated.

Democrat subtext - "we don't want to cut social programs so don't cut our taxes!"

Republican subtext - "if we cut enough taxes they'll have to cave on the social programs!"

That's the hidden subtext behind the Department of Education - "if they're going to spend our money anyway, spend it on schools!"
