Buggi, 1.5B would be an 11% increase over Q4's equivalent of 1.35B, not 15%. Also, he did say "push close" to 1.5B. So, say 10% Q/Q rev growth. As for why one might not rule this out, consider AMD's Q4 guidance vs. results, and Hector's intention to "underpromise and overdeliver".
