Like many lies, I think Piëch thought they would be able to resolve these emissions problems before these diesel cars got to market.

Piëch had bought Daimler's BlueTEC system in 2006 which VW quickly discovered wouldn't work for them and dumped it less than a year later. But their first cars in this new diesel series were now only two years away!

So you either tell the Board you can't deliver on your new diesel strategy or hope and pray for a miracle within two years. Piëch, an aetheist, decided to pray for a miracle - a bad choice.

When VW couldn't develop the magic system which would work, this lie became Piëch's closely guarded secret and grew worse with each passing year as they never developed that "good solution".

Not even their new much-improved 2016 Tiguan emissions system can pass the NOx emissions standard - and growing their diesel presence in the US was their primary strategy for increasing sales and stemming losses in America.

This finally led to the absurdity of Volkswagen telling EU regulators they could not meet the new EU NOx standards, even while VW supposedly had already been meeting these standards in America.

This is what led to the clean air NGO testing the American models and this matter becoming public. I'm sure the VW board had been asking these exact same questions about NOx standards earlier this year, as the incongruity is too glaring to miss.
