If your criteria of "best" is to address the needs of an end user who has to purchase, assemble, configure, (network?), go online and get work done in the simplest, least expensive manner (and without outside technical support), then I concur with that writer's opinion (of OS 7.X).
To be fair though, you need to compare the consumer-origin OS 7.X to Windows 95.
How do you explain that the majority of DOS and Windows 3.1have *refused* to upgrade to '95 despite the greatest marketing campaign the world has ever seen (for software anyway.)
(I remember reading a PC mag survey on families trying '95 that had 40% drop out before the trial period was up!)
If you mean to compare Windows NT, as a high end/server/"industrial strength" OS, then you should properly compare it to NeXT/Rhapsody.
