China says no more 'Little Smart' mobile licenses

Beijing said on Wednesday it would not approve new licences for low-cost, limited access mobile services such as fixed-line carrier China Telecom's "Little Smart", according to a newspaper Web site.

Minister of Information Industry Wu Jichuan told reporters on the sidelines of the National People's Congress that further applications to offer the PAS (personal access system) mobile service in cities and provinces other than where it already operates would not be approved, Hong Kong's Ming Pao newspaper said on its Web site.

Roughly five million customers used China Telecom's PAS service as of the end of 2001, according to Merrill Lynch. Most are in small to mid-sized cities. PAS does not allow roaming.

Some industry watchers say PAS could pose a challenge at the lower end of the pricing scale to the country's duopoly mobile carriers, China Mobile (Hong Kong) and China Unicom Ltd, and their parent firms.
