The guy is a billionaire drunk. What he is afraid of is that other high tech companies will get the internet currency to acquire companies and build a potential threat to msft. He figures that his comments will hurt other tech companies more than it will hurt msft. He's an ass for coming out with an irresponsible statement like that. Once again the devil shows his face.
