While I agree that there is an element of racism here and in other nation's approach to Africa, what I found interesting about this article is that it implies:

(1) The United States has an obligation to take military action to prevent mass slaughter throughout the world; and

(2) If the United States fails to do so, the interested parties are entitled to monetary compensation.

While arguably we had a moral obligation to do what we could to stop the slaughter, I don't see how that makes us ACCOUNTABLE for the deaths.
