One way the U.S. could really assist Puerto Rico quickly is to send over a couple Nuke Subs and positioning them near damaged areas without power and have them be used as temporary power stations. They can also at the same time be used to provide fresh water distilled from the ocean water.

I know this has been done in the past during similar disasters elsewhere.
