WebTV for Windows must be installed before Wavetop; there are VBI codecs and so forth that need to be loaded. I installed on Win98 with a Hauppauge 401 card, the ATI All-In-Wonder is perhaps best supported with the initial Win98 release.

Once you get WebTV for Windows working properly, just download Wavetop2 and install.
