Sweetheart Deal for WCII?

I want to know if CVUS shopped its spectrum around before sealing the deal with WCII. It would seem to me that WNP would have been willing to pay at least $32 million for the 850 MHz of spectrum in the NY PMSA if given the chance. CVUS shareholders (poor lot that they are) may have a good lawsuit against Shant if WNP was not given the chance to counterbid.
