The data are the key, and you are right in saying one needs to become familiar with the data for companies on holds or is considering.

Nonetheless, more than one or two dividend darlings have systematically reduced their share count over time. It can have an impact, both in support of share price and in support of dividend increases - increasing the per share payout at a greater rate than the absolute number of dollars paid out.
