i recall having received similar messages from time to time, (i.e not always), and they were always attributable to one of several things...
one, the files were shared and uninstalling them would impact other programs
two, the files were in use and would be uninstalled on reboot
three, cs had not monitored the installation of the program being removed, thus could not account for every file
in all cases, the files in question were all identified, making it very easy for the user to manually delete the files if desired or necessary. this, of course, is way above and beyond the level of direction and identification provided by windows add/remove uninstaller.
