I would try the Viewsonic 21" p815, which is cost effective at around 1100 bucks. I use it in 1800x1440 mode and can put two full size 8.5 by 11 pages on it side by side, with room left over for the menu and icons, and with very clear text. I use a matrox millenium II AGP with it.

There are some video boards with two ports, I have seen some ads. This lets you use one AGP slot for two monitors.
You have to get a motherboard that will do it, but I think most PII/333 purchased this year, or better, should be capable of it. Of course, turn off the rom cache and other bios video features prior to installation.
Other than a dual output port solution, you need to use 2 boards for this, and if you have an AGP slot you will have two different types of boards, one AGP, one PCI. Their drivers will need to be compatible, and I would test before buying. I can't recommend, because I use the 'giant monitor' solution. Maybe somebody else here can tell you if anybody out there makes a motherboard with 2 AGP slots. I haven't seen one, personally, but there may be one. Otherwise, one or both graphics boards will need to be slower than AGP.
Because of these considerations - PCI, BIOS, AGP, drivers, you will need to research this. I can't recommend. I suggest an internet search. :-)
