Thank you for your clarification on licensing fee.

With the secondary offering there is 4 analysts currrently following Wind (Deutshe Morgan Grenfell, Hamrecht& Quist, UBS, Wessels, Arnold&Henderson).
In my opinion Wind price will be swinging within the range of $30-39 for a while before it can break thru $40. Jerry Fiddler still did not complete his reduction of the company holding to 70% and still has 800K shares to release on the market.
