They don't, but if we were doing a good job over their we would have had a relentless public relations campaign to win hearts and minds. In addition, we would have focused on building up a huge Iraqi intelligence infrastructure, including Iraqi spies on the ground who could gather actionable intel, including whereabouts of local and foreign insurgent leaders. Instead, we isolate ourselves and try to accomplish everything by force of arms. Either our Generals or Rumseld or whoever is calling the shots in Iraq don't seem to have much common sense.
