because the hi-po air filters are a pain to maintain. They are very expensive, but reusable, if you clean and re-oil them periodically. But if you over-oil the filter it can coat intake sensors, and if you under-oil it won't be as effective. So most owners won't do it right, and mechanics don't want to take the time to do it, nor do most car owners at $50-$80 an hour for the mechanic's time.

In our disposable society, we prefer to simply replace the filter. Faster and easier.
