I haven't had the same experence.
For
1) I too have had a one to three minute delay in executions. This is not uncommon Fidelity and Schwab are the same.

2) I have sold shares and immedently after their execution bought new shares. Your account info is not updated til the next day, but the funds are very much available. In fact, I've done this about 50-60 times. I don't like to hold cash.

P.S. I have only used the Webbroker so I can't speak for other services.
