In general I agree with Bush when he says "Congress should change the law and give law-enforcement officials the same tools they have to fight terror that they have to fight other crime." But I think that has pretty much already been done with the Patriot act. Also a good argument could be made that some of the tools given to law enforcement as part of the war on drugs should not have been given to law enforcement.
