Just being historically accurate Elroy! Even in WW II we taxed EVERYONE to pay for it, but it was a PROGRESSIVE tax, so that we didn't tax less well off people into ruination.

Note that until 1970, capital gains were taxed THE SAME as the top income tax rate. So, during the war years and for a time after, the capital gains rate was 91%!
