You can spin it any way you want, the fact remains that California was in a crisis situation regarding electric power for most of the summer of 2000. The fact remains that the Governor asked for relief from the Feds in JULY!

What this article doesn't mention, is that demand was lower, in part because of actions the State, State agencies, and Corporations took to reduce demand. A number of times (in the summer of 2000), "Voluntary interruptable electrical service" programs were employed. This means that when demand gets too high and blackouts a possibility, many large commercial and industrial users are "asked" to shed power to lower demand (turn off the lights in offices or turning off production lines to lowering demand...sending people home-lost economic activity). This occurred on June 14, June 26, June 27, June 28, July 19, July 31, August 1, August 2, August 14, August 15, August 16, and September 18). Nor does the article mention that the Governor ordered State Offices Agencies and facilities in June of 2000 to reduce power consumption (among the orders, the raising of interior temperatures to 78degrees, turning all decorative indoor and outdoor lighting off, ordering that lights in unoccupied rooms turned off, eliminate the use of electric devices like microwaves...)
