550k that a person would own, could pass to their kids and this would only be a base because it doesn't include any other retirement. Furthermore, the exposure to risk (at 5%) would be low and the "I" part of SSI would be funded to the tune of 5.3%.

The change needs top happen yesterday! There would be some transitional costs for the next 25 years or so but if we started the process today would could empower our citizens AND still have the insurance aspect to SSI as a safety net.

My proposition would be no different than the current plan - payments would be deducted from the check and employers would still have to pay in the fashion they currently do. This would not be optional. One key difference would be that ownership of the SS portion of SSI would be in the employees name and under his SS number.
