These charges were not part of the impeachment. They have not been proven. Money is fungible so in the final analysis any amount can be given to any person in a way that would make it legal. It would just take longer. Much has been said about campaign reform and simply insisting on full disclosure of the source. The U.S. has a large trade deficit with China, I think Gore or anyone who can get some of these dollars back to the U.S. is not as dumb as you might imply.
