From DTC sheets, they can poll individual brokerages and get a count of the number and names of the shareholders. I have heard of situations with some stocks that just aren't well known where they do have a bit of trouble getting 400 shareholders. But those are already trading at $5 and above.

I would think the company would have covered this issue long ago when the stock was sub-$1.
