Forest is said to encroach on cities; cities encroach on forests.

Only when its irregular or problematic. Maybe not so much as part of the definition, but people don't use "encroach" much unless there is a perceived problem. Expansion is a neutral enough term, its used for good or ill. You can I hope see why I have a lot more problem with government expansion in to further mandates, then with the Catholic church opening a new hospital.
