Yup, makes sense. Agree re the fed policy impact. I think another challenge in the larger centres is they've integrated special needs kids into the mainstream classes and since class sizes are large, the teachers aren't really equipped to handle them. Autism rates have skyrocketed, now 1 in 31 in the US, has an impact too....
