The article about shortselling non existant stock conflicks with itself .

First of all It makes this statement .
Nonexistent stock is sold short. This nonexistent stock increases a company's float.

Then it says the following .
However, one way companies can protect themselves is to recommend to shareholders that they take physical delivery of their stock certificates.

If they can protect themselves by taking physicle delivery this tells me that the short sellers cannot just pick nonexistant shares out of the thin air .

Short sales will increase the float but you still have to borrow the stock to sell it short .
