Eric: To my knowledge the Chinese factories are not counterfeiting
the CD media. They are simply duplicating the data on the disks. I was in Hong Kong last November and visited a basement mini-mall that featured pirated software. You could buy ANYTHING there for peanuts (for example: Windows'95 for <$20). Duplicating disks is a low tech exercise once you buy a commercial disk duplicator. Manufacturing reliable media is a high-tech excercise. I don't believe that the 31 factories you mention are making their own media. I'll bet they buy their blank CD's from the usual (licensed) sources. Accordingly I wouldn't lose any sleep over the possibility of the Chinese manufacturing ZIP disks.
