What I find is that biggest undercounts remaining are where Bush won. The worst thing that happened to Gore was the strict Palm Beach standard used in that county. One can bet the Bush counties may be using the liberal recount approach. However, the problem still is how many of those big Bush counties actually had a punchcard ballot system. Recounts by county is at this site. Go to CNN.com. Just click on "Interactive: Florida undervotes by county". It is around the middle of the page.
